This is a sweet, creamy jello salad with pretty Mandarin oranges.
Bring to a boil the water, sugar, reserved Mandarin orange juice, and tapioca; boil for 3 minutes. Stir in jello until dissolved. Cool completely, at least 8 hours or up to 3 days.
Whip cream and add icing sugar. Beat in tapioca mixture and gently fold in drained Mandarin oranges. Chill and serve.
