In a large bowl, combine quinoa, eggs, salmon, salt, pepper, capers, garlic, Parmesan and panko bread crumbs. If mixture seems dry, add a tablespoon of water. Form into patties and set aside.
Heat olive oil in a skillet over medium to medium high heat. Once oil is heated, add patties into the pan. Cook for about 8 minutes on each side, until patties are browned and cooked through.
