A classic, easy meal that is a cinch to throw together. This can be made in the oven or in a crockpot.
Preheat oven to 325 F. Mix the first 3 ingredients in a large bowl. Place roast in a Dutch oven or roasting pan. Sprinkle garlic powder over the steak, then pour the remaining ingredients over the steak. Cover and cook for 3-4 hours or until steak is tender.
If you are using a crockpot you may cook this on low for 8 hours, or on high for 4. Depending on how hot your crockpot runs, it may be done sooner.
Serve with steamed brown or white rice, spooning sauce over steak and rice.
