Not Irish, but darn good soda biscuits.
Preheat oven to 400ºF. Lightly grease a cookie sheet with nonstick cooking spray and set aside.
In a large mixing bowl, stir flours, soda and sugar together until well-blended. Cut cold butter into chunks and stir into the dry ingredients. Break butter into small pieces the size of peas or smaller with a pastry cutter or forks. (You could also use a stand mixer with the paddle attachment.) Stir in milk until incorporated.
Drop by the tablespoonfuls onto the prepared baking sheet. You can make 12 small or 8 to 10 large biscuits. Bake 12–15 minutes or until bottoms are lightly golden brown. Serve warm with butter.
