If you want meat (as my husband usually does), you can add grilled chicken or fish.
Put the water, bouillon and olive oil on to boil. When it comes to a boil, add the rice, cover, reduce to simmer and let it cook for 20 minutes. Heat 1 tablespoon olive oil in a pan, and add the onion. Cook until starting to brown, then add the beans and garlic, spices, salt and pepper. Taste and adjust as necessary. Add more oil if necessary. Cook until the beans are warm and slightly toasty, then add the peppers. Season with lime juice.
Season the rice with a splash of lime juice and cilantro. Put the rice on a plate, top with beans and peppers, a sprinkling of cheese, tomatoes and cilantro.
