Traditional Chinese New Year cakes made in mini muffin tins for cuteness.
Sift together flour, rice flour, and baking powder. Stir in sugar. Add water and beat until shiny.
Heat a large steamer over high heat. Use a small (12 count) mini muffin tin so it will fit in the steamer. Place small baking cups in the tin and fill almost to the top with batter. Don’t underfill or you won’t get the dramatic puffiness that is the point of Fa Gao.
Steam over high heat for 12 minutes.
