This fudge concoction is a quick dessert you can make at the last minute. It is best served warm with vanilla ice cream, so you can even bake it during supper.
Preheat oven to 350F.
Sift or stir together the flour, 1 cup sugar, baking powder, salt, and cocoa. Stir in the milk and butter (and nuts if using). Spread into a greased 9X13 pan.
Stir the 1/2 cup sugar, 1/2 cup brown sugar, and 1/4 cup cocoa together and sprinkle over the batter. Pour the water over top.
Bake for 40 minutes. During baking, the cake rises and the fudge sauce settles to the bottom.
Serve warm with vanilla ice cream.
