So yummy on a cold day!
In a large stock pot cook bacon. Add onions & celery when bacon has been browned. Simmer until onions and celery are soft. Then add potatoes and cook about five minutes on low heat. Pour water in pan (enough to just cover the potatoes and simmer until potatoes are soft and cooked). Then add butter and evaporated milk. Add parsley flakes and salt and pepper to taste.
*Add broccoli & cheddar cheese to make it even more tasty!
