Cream butter, oil, sugars, eggs and almond extract until light and fluffy.
In separate bowl, combine cream of tartar, salt, baking soda and flour.
Add the dry ingredients to the creamed butter mixture. Mix in toffee bits and almonds.
Use a small cookie scoop to drop balls of dough onto ungreased cookie sheets. Flatten to about 3/8″ thickness with the palm of your hand.
Bake at 350°F for 10 to 13 minutes. Makes 7 dozen.
