Preheat oven to 350 degrees.
Combine cake mix, sour cream, eggs, and oil. Beat until all ingredients are blended. Pour mixture into a greased 10×15 pan. Combine brown sugar, cinnamon, and nutmeg in a separate bowl. Sprinkle this over the top of the cake and then swirl through with a spatula.
Bake for 30 to 35 minutes.
While the cake is baking, make your frosting. Combine powdered sugar, milk, and vanilla. Blend until lumps are gone.
After taking the cake out of the oven, use a straw or chopstick to poke holes throughout the top of the cake. Pour icing over the top and let cool.
