Combine sugar, coffee, cocoa powder, mustard powder, ancho chile powder, and cinnamon in a bowl. Rub between fingers until fine. Season both sides of the steak with salt, then generously rub with coffee-spice mixture.
Heat a small amount of vegetable oil in a large cast-iron skillet or grill over medium heat. Wait until pan or grill is hot and sear steak, 4 to 6 minutes per side for medium rare.
