A rice dish to go with Mexican food.
In a large saucepan over low heat, heat oil and saute onion, pepper, and garlic for 5 minutes. Add remaining ingredients and bring all to a boil. Simmer over low heat, stirring often to prevent burning.
Cook for 25–30 minutes until done. Add extra water if needed.
Alternatively, stir ingredients together in a greased 3-qt casserole. Cover and bake (without stirring) at 300 for 65-75 mintues.
