I made these bars out of a church cookbook when another recipe I tried was a flop and I was in a pinch because I was entertaining the next night. Luckily they turned out great and I had rave reviews about them!
1. Blend the flour, oatmeal, butter, brown sugar, baking soda, and salt and pat firmly in a well-greased 9×13 inch pan.
2. Melt the caramels in the half-and-half. Pour caramel over the crumb mixture and sprinkle with chocolate chips.
3. Bake for 20-25 minutes at 325ºF.
