1. Preheat oven to 350F.
2. Spray 9 x 13 baking dish with nonstick cooking spray.
3. Season pork chops with salt, pepper, sage, and thyme and brown in oil on both sides.
4. While chops are browning, bring water to boil and spread rice in bottom of baking dish. Sprinkle rice with pepper and then the onion soup mix.
5. When water is boiling and chops are browned, add water to the rice and top with pork chops.
6. Immediately cover tightly with foil and bake 45 minutes.
7. Remove from oven and let sit 10-15 min.
