Cook dry pasta according to directions on package, and set aside.
Place olive oil, garlic, crushed red pepper, cayenne, and basil into a medium saucepan over medium-high heat. Stirring constantly, cook for 1 minute.
Gradually add in cream cheese and ricotta cheese. Continue cooking over medium heat, stirring constantly, until smooth and combined (about 3 minutes).
Add milk, parsley, Parmesan cheese, and salt. Stir and continue cooking over medium heat for 1 minute.
Serve over cooked pasta.
Serving suggestions: great with grilled chicken seasoned with basil and cayenne pepper as a main dish, or as a side dish with steak or seafood!
