For the simple syrup:
Dissolve sugar and water together in a saucepan over medium heat. Stir until the syrup is clear. Place the mint in the syrup. No need to chop, you can add it stems and all. Let it steep for 20 minutes. Strain the syrup and cool in the refrigerator.
For the cocktail:
Add the vodka and syrup to a glass with ice and top with 7-Up. Garnish with mint.
