Cream together butter and sugar. Add eggs and vanilla and mix well.
Add soda, salt, baking powder, and cocoa powder and mix well. Add oats and flour, and mix just until combined.
Drop by spoonfuls onto ungreased baking sheet, leaving room for spreading. Bake at 350ºF for 8-10 minutes.
Immediately sprinkle each cookie with coarse sea salt, then remove to a cooling rack.
