Note for those with sensitivities: This recipe contains raw egg whites.
In a mixing bowl using an electric mixer, whip together the sugar and egg whites on medium speed. Add vanilla and increase speed. Add water one tablespoon at a time until you reach your desired frosting consistency. For the outline of your cookies, you are going to want a thicker consistency and for the icing that you flood that area with, you will want a thinner consistency. A piping bag is more suitable for this task.
