Soft and chewy butterscotch squares.
In a large bowl, cream together the butter, brown sugar, eggs, and water. Gradually add flour, baking powder, baking soda, and salt. Stir in oats, butterscotch morsels, and orange extract.
Spread dough onto a greased 15″ by 10″ by 1″ high pan (like a jelly roll pan). Bake at 375 degrees for 20-25 minutes.
When cool, cut into squares.
