Thai fried corn cakes. Serve with sweet and sour dipping sauce.
Blend flour, sugar, salt, white pepper and cayenne pepper in a large bowl. Add water, egg and vinegar to the bowl and whisk to combine. Mix in corn and green onions.
Heat the vegetable oil in a heavy large skillet over medium heat. Drop batter by 1/4 cupfuls into the skillet. Cook cakes until brown and cooked through, about 3 minutes per side. Transfer to a baking sheet.
Serve with sweet and sour dipping sauce.
