A great side dish with some serious kick.
1. De-stem, quarter (cutting lengthwise) and seed the peppers.
2. Mix the soy sauce, sugar, sesame oil, and rice wine together and marinate the peppers in the liquid for 10 minutes.
3. Saute the garlic on high heat in a flavorless oil until fragrant, about 2 minutes. Add the peppers and cook until softened, about 15 minutes.
4. If desired, you can then broil the peppers in oven until skins are crispy.
