This works in a pinch if you are out of whipped cream and don’t want to run to the store. Works especially well for recipes where the the whipped cream is blended into other ingredients. Not quite the same as whipped cream, but a pretty good substitute.
Pour the evaporated milk into a mixing bowl and place in the freezer until crystals start to form on the milk, but do not completely freeze. (Place the beaters you will use in the freezer during this time as well.)
Once crystals form on the milk, take it out of the freezer. Add sugar and whip on high with an electric mixer until peaks start to form. (The peaks will not get quite as high as whipped cream.) Use in place of whipped cream.
Note: You may want to add more sugar if you like your whipped cream sweeter.

I haven’t tried it w/skimmed, so not sure if it would work. but don’t see why it wouldn’t.

This sounds like a good trick to have for emergencies such as a killer sweet craving when on a diet. Does it work with skimmed evaporated milk?
