A zingy, chunky whole-bean dip.
In a small saucepan, bring the sugar, vinegar, and oil to a boil. Stir to dissolve sugar, then let cool.
Mix the rest of the ingredients in your serving bowl, and pour the cooled liquid over it. Mix gently, and refrigerate for at least an hour before serving.
Serve with tortilla chips or as a salsa on tacos.
