Used to fill my Butterbeer Cupcakes (see my recipe box). Servings are given in cups.
Bring water in a double boiler to a simmer and add the butterscotch morsels and the heavy cream. Stir constantly until the morsels have dissolved and there are no chunks left. Remove from heat and allow to cool to room temperature before pouring into a squeeze bottle.
