I whip heavy cream pretty often – instead of buying it – so I am accustomed to that. My mixture went from liquid to liquid with small chunks of butter after beating for over 20 minutes – never going through the stiff peaks stage.

In talking with a friend of mine who cooks, she makes something similar to this for a dessert and she said she always whips the cream first & then blends in the cheese. Maybe that would work because the flavor was delicious.
