 the double breading is very important, although I found that flour-milk-breadcrumbs-flour-milk-breadcrumbs worked the best for me.  
Haha I think I too carefully removed the ribs from the jalapenos because they were very mild tasting, almost bell peperish. A little hot sauce fixed them up though. 
I will make them this summer with my patio grown pepers which are hot even without their ribs. 
And I remembered a tip from cooksillustrated or something that said to freeze the stuffed and unbreaded peppers for half an hour so the breading can get fried crispier before the cheese melted.
