Spray crock pot with nonstick cooking spray. Rinse and pat dry roast, then add to crock pot.
Wisk together seasoning packets, water, and broth until well combined.
Pour mixture over roast. Cover and cook on low 8-10 hours, or high 4-5 hours.
Shred beef and add to buns. Place 1 slice of Swiss cheese on each sandwich. Serve immediately.
