Bring water to a boil in a large pot. Season with salt and add spaghetti. Cook for 8 minutes. With 1 minute of cooking time remaining, add the carrots to the pasta. Then drain and set aside.
Combine all the sauce ingredients in a small sauce pan. Bring the sauce to a boil and then turn heat down to low and cook for 2-3 minutes so sugar can dissolve.
Toss the hot pasta with the sauce. Then add the red bell pepper and scallions.
