A healthier, simplified version of a pasta dish that is sometimes referred to as “Greek Lasagna.”
Heat oven to 350ºF. Spray a 9×13″ baking dish with cooking spray.
Cook penne in a large pot according to package directions until pasta is almost done, but not quite, and drain. Return to pot and set aside.
Heat a large skillet over medium-high heat. Add beef to pan and brown, stirring to crumble. Remove beef from pan and drain thoroughly.
While beef is draining, add chopped onion to skillet and saute about 4 minutes, stirring occasionally. Add garlic and saute for 1 more minute, stirring constantly.
Return beef to skillet and add salt, pepper, milk, tomatoes, and cream cheese. Stir until smooth and bring to a simmer. Cook 2 minutes or until thoroughly heated. Add beef mixture to pasta and stir to combine.
Spread mixture into prepared baking dish. Sprinkle with mozzarella cheese and Italian seasonings. Bake 5-10 minutes uncovered until cheese melts.

I am Greek and love pastitsio but is time consuming and very heavy. This looks delicious! Will gave to try this.
