Add cookies to a food processor and pulse until you have fine crumbs.
In the bowl of an electric mixer, whip heavy cream until soft peeks form. Add in cream cheese and whip until they are combined. Mix in powdered sugar on medium/low speed, scraping down the sides of the bowl as needed to ensure everything is evenly mixed. Fold in Oreo crumbs.
Frosts about 24 cupcakes.
