Stir flour and brown sugar and cut in butter. Add egg and mix well. Stir in 1 1/2 cup chocolate chips and nuts. Reserve 1 1/2 cups of the mixture. Press remaining crumb mixture into bottom of 9×13 pan. Bake 10 minutes.
Pour sweetened condensed milk over slightly cooled crust. Top with 1 1/2 cup toffee bits. Sprinkle with remaining crust mixture. Top with remaining chocolate chips.
Bake 25-30 minutes at 350. Sprinkle 1/4 cup toffee bits after removing from oven.
