Preheat oven to 350ºF. Spray a 9 x 13 baking pan with oil.
In large bowl combine all dry ingredients for the crust. Add in butter and mix in yogurt until moist. Spread into pan.
Add blueberries over the crust.
In another bowl combine all dry ingredients (including orange zest) for the topping. Mix in butter until it resembles coarse crumbs. Add in water and vanilla so mix is crumbly. Mix in pecans. Cover blueberries with this mixture.
Bake for 30-40 minutes or until a toothpick inserted comes out clean.
