Note: I always shred my cheese myself. It tastes better. The anti-caking agent that they put on shredded cheese can mess with the dip. I use the grater attachment on my food processor; it works like a dream.
1. In a clean, dry food processor, run garlic through until minced.
2. Add the rest of the ingredients (except for garnish) and puree until smooth.
3. Garnish the top with finely chopped red bell pepper and scallions.
Serve chilled with tortilla chips or crackers.
